What counts as a report here
A report is counted once, at its latest version. Filings that assert nothing happened are excluded, and only vehicles operating without a driver are in scope.
When a divisor covers one state, the count is restricted to reports filed in that state before dividing. Without that restriction this figure would be 12 — a national count over state mileage.
