Texas publishes an operating-authority registry with a vehicle count against every autonomous carrier. It is the one place fleet size is a matter of record, not a press release — so it is the closest public proxy for scale, across robotaxi and freight alike.

How to read a Texas vehicle count.
Texas requires an autonomous carrier to register before operating and to state how many vehicles the authority covers. That makes it the only jurisdiction where fleet size is public for every operator at once. California licenses vehicles too, but its counts are spread across separate DMV and CPUC permits and are not published as a single ceiling.
A count here is an authorized ceiling, not a deployment. Waymo holding authority for 988 vehicles in Texas does not mean 988 are carrying passengers today — it means that many are cleared to. Read the figure as capacity on the record, and pair it with the miles actually driven for a sense of how much of that capacity is in use.
